The story

Ten (十), every direction, beside 尃, a hand (寸) spreading things out: knowledge spread wide. 博士 is a PhD, 博物館 a museum holding a bit of everything, and 万博 a World Expo, like the ones Osaka has hosted.

Used in 博物館 (hakubutsukan, museum), 博士 (hakase, doctor/PhD), and 万博 (banpaku, World Expo)
