The story

A hand (扌) closing (合) around something on the ground: 拾う is to pick up. In Japan a found wallet usually ends up at the 交番, the police box, and on formal documents 拾 stands in for 十, ten, which is too easy to alter.

Used in 拾う (hirou, to pick up), ゴミ拾い (gomihiroi, litter picking), and 拾得物 (shuutokubutsu, found property)
