The story

Earth (土) packed in until the hole is truly full (眞, the old form of 真, true): 塡 fills gaps. 補塡 is covering a shortfall, 装塡 loading a gun, and 充塡 filling up. You will often see it printed in a simpler form, 填.

Used in 補塡 (hoten, making up a shortfall), 装塡 (souten, loading), and 充塡 (juuten, filling/charging)
