The story

In its oldest form 及 is a hand reaching a person from behind: someone caught up with. 及ぶ is to reach or extend to, 及び is the formal "and" of documents, 普及 is spreading to everyone, and 言及 is touching on a topic.

Used in 及ぶ (oyobu, to reach/extend to), 及び (oyobi, and/as well as), and 普及 (fukyuu, spread/popularization)
