The story

A cart (車) beside 害, harm: 轄 once meant a linchpin, the peg through the end of an axle that keeps the wheel from slipping off. It came to mean control: 管轄 is jurisdiction, and in police dramas the local precinct is the 所轄.

Used in 管轄 (kankatsu, jurisdiction), 直轄 (chokkatsu, direct control), and 所轄 (shokatsu, local jurisdiction/precinct)
