The story

Divide (分) beside a head (頁): picture handing out portions to every head in the room. 頒 is distribution: 頒布 is handing out, and at Comiket a doujinshi is not sold but 頒布 at a 頒価, a careful word for its price.

Used in 頒布 (hanpu, distribution) and 頒価 (hanka, distribution price)
