The story

Picture music (音) played right through to the end (十): one complete movement. 章 is a chapter, 文章 a passage of writing, and 楽章 a movement of a symphony. 章 is a badge too: 校章, the school crest on uniforms.

Used in 文章 (bunshou, writing/text), 第一章 (daiisshou, chapter one), and 楽章 (gakushou, movement of a symphony)
