The story

A building (广) whose people have set off (発) for good: an empty shell. 廃 is what falls out of use: 廃止 is abolition, 廃墟 is a ruin, and a 廃校, a closed school, is a common sight in Japan's emptying countryside.

Used in 廃止 (haishi, abolition), 廃棄 (haiki, disposal), and 廃墟 (haikyo, ruins)
