The story
A hand (又) beside a small 上 over 小: picture the younger brother, the smaller one below the eldest, reaching out. 叔 reads しゅく, but 叔父 and 叔母 are read as whole words, おじ and おば: a parent's younger brother and sister. The elder ones, 伯父 and 伯母, sound the same.
Used in 叔父 (oji, uncle, a parent's younger brother) and 叔母 (oba, aunt, a parent's younger sister)
