The story

Wood (木) beside 全, whole: a wooden bung that makes the barrel whole again. 栓 is a plug or stopper: 栓抜き is a bottle opener, 耳栓 are earplugs, and 消火栓 is a fire hydrant, marked by a red sign on the street.

Used in 栓抜き (sennuki, bottle opener), 消火栓 (shoukasen, fire hydrant), and 耳栓 (mimisen, earplugs)
