The story

A mound (阝) with 付, attach, beside it: a small hill leaning on a big one. 附 is the formal twin of 付: university hospitals and schools are 附属, and the tax office still spells a donation 寄附.

Used in 附属 (fuzoku, attached/affiliated) and 寄附 (kifu, donation)
